GIMP does not support SVG multi-layered structure anyway.
Usually after restarting the GIMP software the problem with the eraser will be permanently resolved. You can access this capability in the Paths dialog. If you dont forget to tick the Import paths options the SVG vector data is also imported as Paths and can be found in the Paths list. Then open GIMP and create a new document with a transparent background.
